Kansas KIDS COUNT Ranking
Improves - Kansas ranked 13th among the 50 states on the well-being
of its children, according to a study recently released. The state’s
ranking was the best it had achieved in the past several years.
According to the 2009 KIDS COUNT Data Book, produced for the
Annie E. Casey Foundation, Kansas improved over the past
eight years on four of the 10 measures of child well-being. It
backslid on four measures, and saw no change on
two.
Early Learning Challenge
Fund
On July
21st, the House Education and Labor Committee
approved an historic new Early Learning Challenge Fund as part
of a major student loan reform bill. The grants will offer $1
billion a year for 8 years on a competitive basis to states to
build comprehensive, high-quality early learning systems that
ensure more disadvantaged children enter kindergarten ready for
success. Read more

Child Care Background
Checks
Two bills were introduced
recently in Congress to require states to conduct comprehensive
background checks on all child care providers in order to be
licensed and to receive child care subsidy funding. Currently,
only half of the states conduct a state and national fingerprint
check for child care providers – and Missouri
isn’t one of them. Without a national check, an individual
convicted of a felony in Kansas, Iowa, Illinois, or Arkansas could easily cross the state line
and care for children at a licensed center in Missouri.

Kids COUNT Data Book Released
Last week, the Annie E. Casey Foundation (AECF)
released the 2009
KIDS COUNT Data Book which contains the most
recent information on the well-being of our nation’s
children and families. Ten key indicators measure everything
from low birth-weight babies to the percent of children in
poverty. Although some areas of child well-being have
improved, such as high school dropout rates and child death
rates, others have worsened, including children living with
jobless or underemployed parents and children in single-parent
families. The Data Book shows that while positive steps have
been made to improve child well-being there is still a long way
to go.
